How about a Nikon 50mm 1.8 and a reversing ring? Suggested one of the other users on a Nikon forum I belong to.
The 50mm 1.8 is a great low-light lens, short-portrait on DX, and about as cheap as they come (around $110 USD new). And the reversing ring (Nikon BR-2A or some ebay knockoff) is next to nothing. Then you can mount the 50mm on backwards, and with a little work this setup can take excellent macro shots (in fact, some of the best macro shots I've ever seen used this setup).
When the time (and money) comes for a dedicated macro, you can either keep the 50mm for low-light use, or sell it for basically what you paid for it (seems like these go for $90-$100 USD on ebay all the time). Trust me, though, you'll keep it.
